Box 206 <br />Lockeford, CA 95237 <br />Dear Mr. Alegre: <br />In response to your proposal to lease properties at the French Camp <br />Landfill Site, key members of the City met with County officials to <br />review and determine the feasibility of such a prospect. <br />It readily became clear that even the City of Stockton does not <br />control its own properties when it comes to solid waste management and <br />permitting. It further became clear that we are in need of more <br />information than that contained in your proposal. <br />To begin with, under AB939 the new Solid Waste Legislation recently <br />enacted into law, and referenced in your proposal, the City will be <br />required to pay the State's soon to be formed California Integrated <br />Waste Management & Recycling Board, Fees based upon tonnage delivered <br />to our City -owned landfill sites. Beginning January 1, 1990, we must <br />pay the State Board $.50 a ton. Following that; on July 1, 1990 we <br />must expand that fee to $.75 a ton. By January 1, 1991 that fee will <br />go to $1.00 per ton thereafter. <br />Having noted this, Mr. Alegre, you can readily determine that your <br />proposal of $.25 per ton for "raw" materials and $.30 per ton for <br />recycled materials, barely covers our out -go costs to the State <br />Board. <br />Secondly, we are being charged fees per ton by the County's Health <br />Department, which will increase as a result of AB939. Obviously, <br />then, the whole subject of fees requires a re-examination. <br />
