ti <br />Thirdly, our landfill sites, both at French Camp and Austin Road are <br />permitted through the County's Department of Public Services. A <br />representative of that organization was present at our meeting and <br />indicated that the City would be required to amend our existing Permit <br />to include the tonnage you anticipate to bring to the site for <br />recycling. Also, since the Permit rests with the City, any problems <br />with your operation must be corrected by the Permit holder; in this <br />case, the City. <br />Currently; the City is in the process of responding to the Regional <br />Water Quality Control Board regarding possible leaching from the <br />French Camp Landfill site. The City of Stockton is in the process of <br />responding to the Board and may well require the City to drill test <br />holes to determine whether or not leaching is taking place. This is a <br />concern to you, since at our first meeting you indicated that you <br />would be applying water to the "Raw" materials and during and <br />following the crushing activities. <br />Relating to truck traffic, our staff believes that with minor <br />modifications, such as a left turn lane, the French Camp site can <br />handle not only your vehicles but those other vehicles entering the <br />site as well. <br />The State's Solid Waste Management Board, soon to be replaced by the <br />State's integrated Waste Management & Recycling Board, also has <br />authority over the City's Landfill Sites. This authority will require <br />a review and a Permit, which it is estimated will take as long as six <br />to eight months to obtain. <br />The County's Air Pollution Control District (APCD) housed in the <br />Department of Public Health Services will also require a Permit and <br />review of the operation because of possible dust generated from the <br />operation. It was discussed at this meeting that the County's APCD <br />may serve as the Lead Agency throughout the process of locating your <br />facility and -may well require an Environmental Impact Report (E.I.R.) <br />on the entire process. <br />In summary, Mr. Alegre, please do not become disheartened by all of <br />the above. You can readily determine that even the City of Stockton <br />is subject to reviews, permitting, and fees by other County and State <br />Agencies. We continue to be very much interested in doing business <br />with you not only to resolve the problems of recycling mandated by <br />AB939 but for the very real possibility of helping to pay for land <br />fill costs as well. <br />
