INTRODUCTION <br />The French Camp Landfill is owned by the City of Stockton (City), California, and <br />operated by Gambi Enterprises, Inc. under the 'rpct'rVn of the City, Department <br />of Public Works. The landfill is situated on a -acre site and operates under <br />provisions of Solid Waste Facilities Permit No. 39 -AA -002, dated February 1, <br />1983. <br />Under the Califomia Code of Regulations (CCR), Title 14, Chapter 5, Article 3, <br />Section 18213, "a landfill owner/operator must review and update the previous <br />Report of Disposal Site Information (RDSI) once every 5 years." This RDSI is <br />presented for that purpose and is in response to the 5 -year permit review <br />conducted by the Local Enforcement Agency (LEA), San Joaquin Local Health <br />Department, Environmental Health Division. <br />This RDSI has been prepared to comply with San Joaquin County's request for <br />information pertaining to the French Camp Landfill facilities operations. This <br />document has been prepared in accordance with the California Integrated Waste <br />Management Board (CIWMB) Guidelines as presented in a 1989 Permit Desk <br />Manual publication. The RDSI responses have been developed for the facility for <br />current information and future designs. <br />EBA Wastechnologies prepared a Report of Disposal Site Information in October <br />1988 for the 5 -year review required in the California Code of Regulations, Title <br />14, Section 18213. The City prepared an amendment to the RDSI in August <br />1989 in response to the LEA's request for additional information. Based on these <br />documents, the LEA determined there were significant changes in the operation <br />of the landfill and required the City to revise the Solid Waste Facilities Permit. A <br />r,cw Roper; of Dispasal Site Information w req::ired to be subr^ittod along with <br />the application for permit revision (California Code of Regulations, Title 14, <br />Section 18211).
