3. <br />Provide actual calculations to show how the life expectancyDroiectiOn was derived. <br />RESPONSE: <br />The site contains 65 acres within the boundaries shown on the Site Development <br />Plan. The entire 65 acres are permitted for use as a landfill. The site had previously <br />been 66 acres. However, as a result of the annexation of the Weston Ranch <br />Subdivision, it was necessary to extend Downing Avenue across the southernmost <br />Up of the landfill. An area of approximately 1 acre has been deleted from the landfill <br />to allow for the extension of Downing Avenue Into the Weston Ranch Subdivision. A <br />Pacific Gas and Electric Company gas line will parallel the extension of Downing <br />Avenue. The revised site boundaries are depicted on Figure 2. <br />Most of the Franc Camp LwWftH site has been covered with at least 15 feet of <br />wastes. The stud:s necessary to develop a final grading and drainage plan and <br />detailed plan of operation for the landfill are scheduled for completion with the <br />Report of Waste Discharge In July 19M The City Public Works Department foresees <br />the landfill site being divided and fitted In a series of modules. A December 1988 <br />report by EMCON Associates Indicated the site could accommodate an addRbnW <br />1.45 million cubic yards of waste and provide a service We of approximately 22 <br />years, based on the following c riterta (SID, Section 3.1): <br />• Final landfill slopes at 4.1 (horizorft.-venical). <br />• Maximum fill height Is 60 feet mean sea level. <br />11, 4, <br />• Landfill area Is Wacres. <br />• Waste•to-soll ratio of 2:1. <br />• Compacted refuse density of 1,000 pounds per cubic yard. <br />• Site operates 250 days per year. <br />• Average dally waste stream (not peak volumes) is 125 tons per day. <br />• Final soil cover profile Is 4 feet thkdc. <br />PJB160218020202A 15 Rev. 0 March 30, 1990 <br />
