E1 Dorado Street <br />Stockton, CA 95202 <br />Re: Solid Waste Program Fees <br />Recent legislation passed by the State, AB 939, requires a <br />considerable increase in program activities for all solid waste <br />facilities in San Joaquin County by the Local Enforcement Agency <br />(LEA). This state mandated legislation also allows the local <br />enforcement agencies to recover all solid waste program costs <br />through fees collected from each landfill facility operator. <br />Based upon this increase in program activities associated with the <br />new legislation and the services currently provided, San Joaquin <br />County Public Health Services Environmental Health Division (LEA) <br />has identified the 1990-91 costs to provide the state mandated <br />program services which are scheduled for implementation on January <br />1, 1991. <br />LEA program costs for the City of Stockton's Austin Road and French <br />Camp landfill sites 'are identified as follows: <br />1. 1988 Tops EHD Program <br />Disp. Site Per Site/YR Cost Per Site/YR <br />French Camp 30,240 $ 17,939.00 <br />Austin Road 152,452 90,437.00 <br />Total 182,692 $ 108,376.00 <br />This figure is based upon the work hours that will be required to <br />fulfill all legal obligations as outlined in state law. <br />Since these program assessments will not go into effect until <br />January 1, 1991, charges for present EHD program activities such as <br />permit reviews, closure and post closure plan reviews will continue <br />to be charged on a hourly basis. However, provisions of AB 939 <br />require that the rate setting body, (the city in this case), grant <br />an increase to refuse haulers before the city levies a surcharge in <br />order to recover the enforcement cost paid to San Joaquin County <br />Public Health Services Environmental Health Division (LEA). <br />A Division of San Joaquin County Health Care Services <br />
