The. City of Stockton (hereafter Discharger) submitted a <br />Verification Monitoring Program and Report of Waste Discharge, <br />dated June 1990% a Ground Water Monitoring Investigation, dated <br />November 1989; and a Ground Water Investigation, dated February <br />1989. <br />Report2. The Discharge requests waste discharge <br />requirements (WDRs) for a limited Class III landfill. The <br />landfill is not currently regulated by waste dischar�e <br />requirements 23, • <br />Code of Regulations (CCR), Chapter 3, Chapter 15 (hereafterA <br />Chapter <br />3. The 72 -acre facility, comprised of Assessor's Parcel Numbers <br />163-070-13 and 163-070-14, is owned and operated by the City f <br />Stockton. The waste management facility is bounded by Walker Slough, <br />French Camp Slough and U.S. Interstate 5. <br />5. This is an existing landfill that first operated 1938, was used <br />as a burndump andacceptedGroups•: (old classification) <br />wastes. In 1957 the City rerouted the Group 2 wastes to <br />another landfill. The facility then was used only for the <br />disposal . demolition • garden <br />currently accepts garden andstreet sweepings. <br />WASTES AND THEIR CLASSIFICATION <br />6. The Discharger proposes to continue to discharge to the limited <br />Class III Landfill: 1) street sweepings and garden wastes <br />collected by the City Public Works Department and licensed <br />landscapers and gardeners, 2) park trimmings collected by the <br />City's Park and Recreation Department, 3) clean fill (dirt, <br />
