Box 2009 Stockton, CA 95201 Subject: Draft Solid Waste Facilities Permit and Permit Review Report, French Camp Landfill, Facility No. 39 -AA -0002 Dear Mr. Padilla: I have completed my review of the subject document received October 30, 1991. I have also completed my review of the revised April 1990 Report of Disposal Site Information and the November 1988 Periodic Site Review. My comments follow: Solid Waste Facilities Permit (SWFP) The Findings section should identify the operator. The map intended to show the general location of the facility is not clear. Also the detailed map should be drawn to scale, showing all on-site structures and entry roads. The draft permit states that the facility's total acreage is 73.43, the RDSI states it is 65. Please correct this discrepancy. Findings, Item I Please note that before any of these changes can be implemented the permit will need to be modified or revised and appropriate CEQA review conducted. - Findings, Item J includes Saturdays (November - February) in the days of operation, the RDSI does not. - The Findings section should include the estimated remaining site life and closure year. - Findings, Item 2(a) should indicate that only the April 1990 RDSI conditions the permit since this will become the governing document. - Findings, Item 2 should include the Waste Discharge Requirements, load checking program, Negative Declaration or the EIR (including the State Clearinghouse Number), contractual agreement between the facility operator and the facility contract operator, and Land Use Permit.
