Page 4 of 5 <br />39 -AA -02 <br />EEF=- <br />The working area observed on the day of the inspection was <br />located at the edge of the current lift which was approximately <br />10 - 15 feet thick. Incoming waste was dumped near the leading <br />edge of the lift and pushed over with a bulldozer as contruction <br />of the lift progressed (Slides 8, 9, 10, 11, 12, 13). Cover <br />material was placed on the top part of the lift but the leading <br />edge was left uncovered. Although this method of lift <br />construction and compaction is contrary to Section 17677 which <br />limits the depth of incoming waste layers to two feet prior to <br />compaction, the site RDSI states that no compaction equipment <br />will be used at the site. However, in the interest of maximizing <br />the usefullness of the site and minimizing subsidence problems in <br />the future, it is recommended that the site operator conform with <br />Section 17677. <br />The slope of the working face was vertical astmeasured with a <br />clinometer and did not allow effective compaction. However, the <br />faO*JdLf,X RDSI states that the site does not employ compacting <br />Zpm n 61--j <br />tirn - <br />The following measures were implemented to correct violation(s) <br />documented during the first inspection: <br />17656 - Identification Signs <br />To correct a violation of this section documented by the first <br />inspector, a sign indicating the name of the site operator had <br />been posted at the main gate (Slide 1). <br />17669 - Lighting <br />The first inspector documented that no lighting was available for <br />early morning operations. I observed that the site bulldozer had <br />been equiped with lights. <br />17684 - Intermediate Cover <br />Intermediate cover areas observed to be in violation of this <br />standard by the first inpector had been reworked to conform with <br />the criteria outlined in this section (Slides 5, 6, 7, 17, 18, <br />19). <br />
