Both Joe <br />Walker of the City of Stockton Public Works Dept. and Steve <br />Salzman of the Central Valley RWQCB stated that no Waste <br />Discharge Requirements have ever been established for the site. <br />The site has a #12 Ranking under the Calderon <br />program and the site SWAT proposal is not due for quite some <br />time. However, the facility RDSI states that irrigation wells <br />adjacent to the site will be.monitored for leachate semi- <br />annually. A determination on site compliance with this standard <br />will be deferred pending the review of recent test results of <br />adjacent irrigation wells as describe in the RDSI: <br />17710 - Grading of Fill Surfaces <br />The site was originally designed to have a level surface. Much of <br />the previously filled area at the west end of the site is flat <br />and does not promote the lateral runoff of precipitation as required <br />by this section (Slides 23, 24, 25, 26, 28, 29). The operator is <br />in the process of slowly rectifying this problem as new lifts are <br />constructed. However, no formal grading plans exist which document <br />the final height and grade of the site or give direction to the site <br />supervisor or equipment operator in acheiving final grade. A <br />determination on site compliance with this section will reamain <br />indeterminate pending the submission of a final grading plan or <br />correction of the problem prior to the end of the facility <br />evaluation. <br />AREAS OF CONCERN <br />The following potential problems and/or areas of concern were <br />noted during the inspection: <br />17616 -Report of Disposal Site Information <br />The following discrepancies were noted between the RDSI and <br />operations observed on the day of the inspection: <br />1) The on-site dwelling is not described in the RDSI. <br />2) The firewood salvaging and cutting operation is not described. <br />3) The RDSI allows waste to be deposited at the site without <br />being properly compacted as required by CAC Section 17677. <br />
