r <br /> California Integrated Waste Management Board <br /> Permit Decision Number 94-147 <br /> October 26-27, 1994 <br /> WHEREAS, the City of Stockton owns and operates the French <br /> Camp Landfill which is located in the City of Stockton near <br /> Highway 5 at the confluence of Walker Slough and French Camp <br /> Slough; and <br /> WHEREAS, San Joaquin County Public Health Services, <br /> Environmental Health Division, acting as the Local Enforcement <br /> Agency (LEA) , determined that the design and operation of the <br /> facility has changed; and <br /> WHEREAS, the City of Stockton Community Development <br /> Department prepared a Negative Declaration (SCH# 90020961) for <br /> the proposed project; and the document was certified as approved <br /> by the lead agency on June 24, 1991; and a Notice of <br /> Determination was filed on June 27, 1991; and <br /> WHEREAS, the project description in the CEQA document is <br /> consistent with the proposed permit; and <br /> WHEREAS, the LEA has submitted to the Board for its review <br /> and concurrence in, or objection to a revised Solid Waste <br /> Facilities Permit for French Camp Landfill; and <br /> WHEREAS, Board staff have evaluated the proposed permit for <br /> consistency with the standards adopted by the Board and found the <br /> facility design and operation to be consistent with State Minimum <br /> Standards; and <br /> WHEREAS, the most recent joint CIWMB/LEA inspection, <br /> conducted on September 15, 1994, documented that three violations <br /> of State Minimum standards for Solid Waste Handling and Disposal; <br /> and the LEA has since documented that site is now operating in <br /> compliance with State Minimum Standards for Solid Waste Handling <br /> and Disposal; and <br /> WHEREAS, the Board finds that all state and local <br /> requirements for the proposed permit have been met, including <br /> consistency with Board standards, conformance with the County <br /> Solid Waste Management Plan, consistency with the City of <br /> Stockton General Plan, and compliance with the California <br /> Environmental Quality Act . <br />
