MONITORING AND REPORTING PROGRAM g <br /> CITY OF STOCKTON <br /> FRENCH CAMP LANDFILL <br /> SAN JOAQUIN COUNTY <br /> CORRECTIVE ACTION PROGRAM <br /> Monitoring well MW-1 has VOC contamination. As of 29 June 1990, ground water from <br /> this well contained benzene, ethylbenzene, chlorobenzene, dichlorobenzene, toluene, and <br /> xylene. A Verification Monitoring Report prepared by the Discharger indicates that <br /> downgradient wells have not been affected. A Corrective Action Program for the cleanup of <br /> contamination near W-1 will be proposed by the Discharger after the results of an ongoing <br /> Evaluation Monitoring Program are analyzed. <br /> COMPLIANCE PERIOD <br /> Each time the Standard is exceeded (i.e., a release is discovered), the facility begins a <br /> Compliance Period on the date the Board directs the Discharger to begin an Evaluation <br /> Monitoring Program. If the Discharger's Corrective Action Program (CAP) has not <br /> achieved compliance with the Standard by the scheduled end of the Compliance Period, the <br /> Compliance Period is automatically extended until the Unit has been in continuous <br /> compliance for at least three consecutive years. <br /> STATISTICAL PROCEDURES FOR DETERMINING SIGNMCANT INCREASES <br /> The significance of increases in indicator parameters and waste constituents over water <br /> quality protection standards shall be established through the use of the statistical procedures <br /> in Section 2550.7 of Chapter 15. <br /> The Discharger shall implement the above monitoring program on the effective date of this <br /> Order. <br /> Ordered by: <br /> WILLIAM H.
