MONITORING AND REPORTING PROGRAM 7 <br /> CITY OF STOCKTON <br /> FRENCH CAMP LANDFILL <br /> SAN JOAQUIN COUNTY <br /> UNSATURATED ZONE MONITORING <br /> Unsaturated zone monitoring shall be incorporated into future expansions at the site if <br /> hydrogeologic investigations indicate that it is appropriate. <br /> WATER QUALITY PROTECTION STANDARD <br /> The Water Quality Protection Standard (hereafter Standard) shall consist of constituents of <br /> concern, their concentration limits, monitoring points, and the points of compliance and a <br /> Corrective Action Program for cleaning up ground water contamination around MW-1. <br /> Constituents of concern shall include all waste constituents, reaction products and hazardous <br /> constituents that are reasonably expected to be in or derived from waste contained in the <br /> landfill. Concentration limits in each medium shall consist of background concentrations of <br /> each constituent of concern or concentrations greater than background pursuant to Section <br /> 2550.4 of Chapter 15. For each monitoring period, the Discharger shall determine whether <br /> there is statistically significant evidence of a release from the landfill and whether the landfill <br /> is in compliance with the Water Quality Protection Standard using procedures specified in <br /> Section 2550.7 of Chapter 15. <br /> The Constituents of Concern shall be for each water-bearing media (i.e. ground water, <br /> surface water and the unsaturated zone with soil pore liquid). <br /> The concentration limits for contaminated ground water monitoring well MW-1 shall be <br /> based on the Kendall-tau trend analysis method. A statistically upward trend in <br /> contamination is not within compliance. The concentration limits for each water-bearing <br /> media are shown in Table IV. <br /> Monitoring Points (including background) for detection monitoring shall be those listed in <br /> this Monitoring and Reporting Program and shown in Attachment B. Ground water <br /> monitoring point MW-1 will be used for evaluation monitoring: <br /> Ground Water: MW-1, MW-2, MW-3, MW-4, and MW-5 <br /> The Points of Compliance shall be those listed in this Monitoring and Reporting Program and <br /> shown on Attachment B. <br /> Surface Water: SW-3 <br /> Ground Water: MW-1, MW-2, MW-3, MW-4, and MW-5 <br />
