CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 92-225 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF STOCKTON <br /> FRENCH CAMP LANDFILL <br /> LIMITED CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1. The City of Stockton (hereafter Discharger) submitted a Verification <br /> Monitoring Program and Report of Waste Discharge, dated June 1990; a <br /> Ground Water Monitoring Investigation, dated November 1989; and a Ground <br /> Water Investigation, dated February 1989. <br /> 2. The Report of Waste Discharge requests waste discharge requirements (WDRs) <br /> for a limited Class III landfill. The landfill is not currently regulated <br /> by waste discharge requirements that are in conformance with Title 23, <br /> California Code of Regulations (CCR), Chapter 3, Chapter 15 (hereafter <br /> Chapter 15). <br /> 3. The 72-acre facility, comprised of Assessor' s Parcel Numbers 163-070-13 <br /> and 163-070-14, is owned and operated by the City of Stockton. The <br /> facility is approximately one mile south of Stockton, in Section 11, T1N, <br /> R6E, MDB&M, as shown in Attachment "A" which is incorporated herein and <br /> made part of this Order. The City of Stockton has an agreement with Gambi <br /> Enterprises to provide services related to the operation and maintenance <br /> of the landfill. <br /> 4. The waste management facility is bounded by Walker Slough, French Camp <br /> Slough and U.S. Interstate 5. <br /> 5. This is an existing landfill that first operated 1938, and was used as a <br /> burn dump and accepted Groups 2 and 3 (old classification) wastes. In <br /> 1957 the City rerouted the Group 2 wastes to another landfill. The <br /> facility then was used only for the disposal of demolition and garden <br /> wastes. The facility currently accepts only garden wastes and residential <br /> street sweepings. <br /> WASTES AND THEIR CLASSIFICATION <br /> 6. The Discharger proposes to continue to discharge to the limited Class III <br /> Landfill the following: a) residential street sweepings and garden wastes <br /> collected by the City Public Works Department and licensed landscapers and <br /> gardeners, b) park trimmins collected by the City's Park and Recreation <br /> Department, c) clean fill ?dirt, concrete free of reinforcing steel, and <br /> asphalt concrete) , and d) wood wastes.
