r <br /> WASTE DISCHARGE REQUIREMENTS -2- <br /> CITY OF STOCKTON <br /> FRENCH CAMP LANDFILL <br /> LIMITED CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> ' nonhazardous solid waste' or ' inert waste' using the criteria set forth <br /> in Chapter 15. The discharge rate is approximately 80 cubic yards per <br /> day. <br /> DESCRIPTION OF THE SITE <br /> 7. Land within 1,000 feet of the facility is zoned residential within the <br /> City of Stockton's jurisdiction. Van Buskirk Park is adjacent to Walker <br /> Slough north of the site. <br /> 8. The soils immediately underlying the landfill are lenticular units <br /> composed of clay, silt, and sand with minor amounts of gravel. <br /> 9. Published information indicates that no active faults occur within the <br /> site. The maximum credible earthquake for faults nearest the site range <br /> from 6.2 to 6.8 magnitude. The anticipated maximum ground acceleration is <br /> 0.4g. <br /> 10. The first water bearing formation is approximately 30-45 feet below the <br /> base of the landfill. The hydraulic gradient is generally to the <br /> north-northeast toward pumping depressions northwest and east of Stockton; <br /> ground water flows at a velocity of at least 5 feet per year, but not more <br /> than 40 feet per year. <br /> 11. Refuse is in contact with ground water in a localized area in the vicinity <br /> of well MW-1 and is the suspected source of VOCs in ground water from this <br /> well. VOCs have not been detected in water from the three downgradient <br /> monitoring wells. An evaluation monitoring program pursuant to Article 5, <br /> Chapter 15 will be required as specified in this Order. <br /> 12. The beneficial uses of ground water are municipal and domestic supply, <br /> industrial process supply, and ground water recharge. <br /> 13. The facility receives an average of approximately 14 inches of <br /> precipitation per year as reported by the National Weather Service. The <br /> mean evaporation for this facility is 101 inches per year as measured <br /> between 1953 through 1979 at the Tracy Pumping Plant. <br /> 14. The 100—year, 24—hour precipitation event for the facility is 3.8 inches. <br /> 15. The facility is within a 100—year floodplain. <br /> 16. Surface drainage is to Walker and French Camp Sloughs, which are tributary <br /> to the San Joaquin River. <br />
