WASTE DISCHARGE REQUIREMENTS -3- <br /> CITY OF STOCKTON <br /> FRENCH CAMP LANDFILL <br /> LIMITED CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 17. The beneficial uses of these surface waters are municipal and domestic <br /> supply, agricultural supply, industrial process supply, ground water <br /> recharge, water-contact recreation, nonwater-contact, navigation, fresh <br /> water replenishment, warm freshwater habitat. <br /> OPERATION OF FACILITIES <br /> 18. The area fill method is used at the site for current operations. The <br /> remaining landfill capacity will be filled in similar manner but is <br /> proposed to be developed in four modules. In Module 1, filling will take <br /> place behind a screening berm, starting in the southernmost section of the <br /> module, and will advance in a northerly direction until the module is <br /> filled to final slope grade. Modules 2, 3 and 4 will be filled in 10 foot <br /> thick lifts to final slope grade. <br /> 19. The Discharger' s current plans indicate that the existing limited Class <br /> III landfill will reach capacity, at the earliest, by the year 2010. The <br /> site has a projected additional capacity of 1.45 million cubic yards. <br /> 20. The Storm Water Pollution Prevention Plan (SWPPP) calls for a single <br /> sedimentation pond to be constructed adjacent to French Camp Slough, <br /> southeast of the landfill , and storm water runoff would be collected in a <br /> perimeter ditch and flow to the sedimentation pond. The pond would <br /> discharge to French Camp Slough after it has reached capacity. <br /> DESIGN OF WASTE MANAGEMENT UNITS <br /> 21. The natural geologic materials between the base of the landfill and ground <br /> water may not prevent the impairment of beneficial uses of ground water <br /> from the discharge of nonhazardous solid wastes to the landfill during <br /> operation, closure, and the post—closure maintenance period. <br /> CERTIFICATION <br /> 22. A registered civil engineer or certified engineering geologist, will <br /> certify that all WMUs at this facility meet the construction or <br /> prescriptive standards and performance goals. <br /> CEQA CONSIDERATIONS AND OTHER LEGAL REFERENCES <br /> 23. The action to adopt WDRs for this landfill is exempt from the provisions <br /> of the California Environmental Quality Act (Public Resources Code Section <br /> 21000, et seq. ), in accordance with Title 14, CCR, Section 15301. <br />
