MONITORING AND REPORTING PROGRAM -4- CITY OF STOCKTON FRENCH CAMP LANDFILL LIMITED CLASS III LANDFILL SAN JOAQUIN COUNTY but not be limited to, any evaluation monitoring, investigation, data collection, data analysis or other tasks necessary to monitor the effectiveness of corrective actions or to begin any ground water cleanup needed to achieve compliance with the Water Quality Protection Standard. SAMPLING AND ANALYSIS PLAN A sampling and Analysis Plan shall be submitted to Board staff by 31 March 1993 for approval. The sampling and analysis plan shall include specific methods for surface water, ground water, and vadose zone pore fluid water quality sample collection, handling, chain of custody control , analytical procedures, and field and laboratory quality assurance and quality control. PROPOSED SURFACE WATER MONITORING PROGRAM The Discharger shall submit by 31 March 1993 a proposed surface water monitoring program in accordance with Article 5 of Chapter 15. Walker and French Camp Sloughs shall be sampled upstream and downstream of the waste management facility, which shall constitute the points of compliance for surface waters. Surface water flows from on and around WMUs shall be sampled at the point[s] where they leave the facility boundary, during the first storm of the rainy season which produces significant flows.
