The site has approved WDRs requiring closure by 1 January 2006. The construction of <br /> the landfill final cap has not started and will not be completed by the closure date. No work has been <br /> done on the site since fall 2004 when soil was being stockpiled for cover construction. The interim cover <br /> is in poor shape with low areas due to settlement, deep truck ruts in the cover, silt clogged drainage <br /> ditches, downdrains in need of repair, and down silt fences. Numerous areas of the cover need minor re- <br /> grading and repair and hydroseed before the rains start. The facility is in violation of Facility <br /> Specification C.4. "The Discharger shall maintain in good working order any facility, control system or <br /> monitoring device... <br /> BACKGROUND: The French Camp Landfill is located at the intersection of French Camp Slough and <br /> Walker Slough and has been used as a municipal landfill since 1915. The facility has been inactive for <br /> some years, originally it operated as a burn dump, and in recent years the facility accepted only green <br /> waste. The facility has a history of landfill gas problems and possibly low level inorganic impacts to <br /> groundwater. <br /> Approved: <br />
