This will be a closed facility, groundwater and surface water monitoring will continue on a <br /> quarterly basis for at least one year after completion of closure. After an evaluation of this <br /> monitoring data a semi-annual monitoring schedule will be assessed. <br /> The plan is complete,Forward Inc. needs to investigate the stability of the levee slopes and if <br /> necessary discuss stabilization plans with the levee district. If stabilization of levee slopes is <br /> necessary, construction of the landfill cover and levee buttresses simultaneously should be considered. <br /> In any case, Forward should have a contingency plan in place with levee district concurrence for <br /> potential future failures of the levee. Please submit an evaluation of levee slope stability as it <br /> potentially impacts the French Camp facility by 1 June 2004. In staff's opinion there is no reason to <br /> delay construction of the landfill cap until the levee question can be investigated.
