Staff has the following <br /> comments. <br /> 1. The plan proposes to selectively remove waste that was discharged in Walker and French Camp <br /> Sloughs outside the footprint of French Camp Landfill. Only loose surface debris and partially <br /> buried debris that can easily be pulled out by hand will be removed in order that disturbance of <br /> wetlands will be minimal. With no substantial soil disturbance or vegetation clearing associated <br /> with waste removal the work should not require a permit from the U.S. Army Corps of Engineers <br /> or the California Department of Fish and Game. Staff concurs with the basic waste removal <br /> plan. <br /> 2. The plan notes that artifacts too big to remove and anomalies such as containers, drums, barren <br /> areas, distressed vegetation stained or discolored soil are areas with unusual orders will be noted <br /> for possible follow up. Mapping the locations of large artifacts and anomalies whose removal <br /> would disturb the wetlands and trigger additional oversight from Army Corps or Fish and Game <br /> is adequate for the first pass of the cleanup. You should know that staff will insists any artifact <br /> or anomaly that may contain or indicate the presence soluble chemicals or other potential threats <br /> to water quality be removed on a follow-up basis. Every reasonable effort should be made to <br /> remove containers or drums on the first pass of the cleanup if that can be done without creating <br /> substantial soil disturbance or vegetation clearing. <br /> 3. Staff has not yet seen the results of follow-up sampling in the vicinity of waste investigation <br /> samples 3 and 9. Without those results we are uncertain if an additional level of investigation or <br /> waste removal is justified in those areas. <br /> As noted above, staff concurs with the basic plan with the understanding that follow-up investigation <br /> and waste removal may be necessary.
