In the letter Forward Inc. makes the case that the <br /> detected VOCs in groundwater are temporary. These detections were because of the <br /> construction of the recently completed cover, which added construction water to the landfill <br /> and/or changed the subsurface gas pressure. These are some of the changes that may occur <br /> from the installation of a new landfill cover. The VOC groundwater impacts could increase or <br /> dissipate as the landfill gases equilibrate. We concur at this time that it is premature to install a <br /> gas control system. Therefore, Forward Inc. at a minimum should monitor landfill gas <br /> quarterly for at least six quarters (through May 2008). By 31 July 2008, a report shall be <br /> submitted evaluating landfill gas and groundwater monitoring results. However, if the landfill <br /> gas increases significantly or groundwater concentrations continue to increase during this time <br /> period, the installation of a landfill gas control system may be required before the 31 July 2008 <br /> date. <br /> Staff understands that soil-pore gas probe SPG-1 appears to be damaged.
