The Monitoring Plan proposes to monitor for landfill gas at the existing
eight perimeter soil-pore gas probes. The first year of monitoring will consists of quarterly
collection of soil-pore gas samples for laboratory analysis by EPA method TO-15. If the
results are generally negative for volatile organic constituents, than in subsequent years each
soil-pore gas probe will be field screened with a gas detection field instrument for oxygen,
carbon dioxide, and methane. Whenever methane concentrations are equal to or greater
than 2.5% a gas sample will be collected for laboratory analysis. The Monitoring Plan also
recommends abandoning and relocating soil-pore gas probes SGP-1, -2A and —3. Staff does
not believe that relocation of these probes is justified. Relocation of selected probes can be
revisited after the first year of monitoring.
Staff concurs with the Monitoring Plan and it will be incorporated in the revised Waste
Discharge Requirements for the French Camp Landfill. Staff anticipates that revised WDRs
will be completed in early 2007.
If you have any questions please cal me at (916) 464-4614.
ROSS ATKINSON
Engineering Geologist
Title 27 Unit
cc: Mr. Robert McClellon, San Joaquin County LEA, Stockton
Mr. Randy Fridlander, CIMWB, Sacramento.
Mr. William Lopez, Geologic Associates, San Diego
Mr. Ruben Rameriz, Forward Landfill Operations Manager, Stockton.
Mr. Lochlin Caffey, Forward Inc.
