CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD
INSPECTI PORTf
GATE: 31 October 2006
FACILITY: Forward Landfill
DISCHARGER: Forward Inc.
LOCATION & COUNTY: 9999 S. Austin Rd. Manteca, San Joaquin County
CONTACT(S): Kevin Basso and Ruben Ramirez
INSPECTION DATE: 25 October 2006
INSPECTED BY: Ross Atkinson
ACCOMPANIED BY: Ruben Ramirez
SUMMARY: This inspection was the final construction inspection for new cell FU-06. The
construction of the new cell is complete with a LCRS gravel and operations layer in place on the
cell bottom and approximately 10 feet up the side slope. They will install operations layer soil
p the side slope as the unit fills. The operations manager reports that the final electronic leak
etection test has been completed and the liner system passed the test. The construction of
the unit looks good, as we have come accustomed to at this facility. Photos of the complete cell
were taken but did not turn out due to problems with the old digital camera staff used.
Forward has completed their storm water preparations for the rainy season; selected areas
were hydroseeded as needed and storm water control structures maintained. Moisture
measurement equipment has been installed at two locations on the new north slope of the
Austin Road unit ET cover. The equipment will document performance of the test cover for the
next two years. No violations were noted.
Ross Atkinson
Associate Engineering Geologist
CIWQS Inspection#847417
0
Approved.
