COMPLIANCE CHECKLIST <br /> Harney Lane Landfill <br /> 17636 Incoming records of weights and volumes to within 10% accuracy <br /> were not instituted by the site operator. <br /> 17637 Subsurface records were not maintained on the length and depth <br /> of any cuts made in the natural terrain where fill will be placed. <br /> 17639 A location of all accurate records pertaining to the landfill <br /> operation were not provided to the San Joaquin Local Health District. <br /> 17658 Adequate barriers were not provided around the perimeter of the <br /> disposal site. A more secure barrier must be provided around the <br /> main trench located next to the main entrance. <br /> 17660 Internal roads leading to the rear dumping area are not all weather <br /> roads . <br /> 17677 Refuse was not spread in compacted cells not to exceed a depth of <br /> approximately two (2) feet before compaction. <br /> 17679 Slopes of the portions of the fill (above grade area) which will <br /> be the final-exterior surface were not finished with a final cover <br /> that had a neat appearance. Debris protruded through the slope final <br /> cover. The above grade fill areas do not conform with the descrip- <br /> tion given in the Report of Disposal Site Information. <br /> 17682 Cover material compacted to a minimum thickness of six (6) inches <br /> was not placed over the compacted landfill wastes every twenty-four <br /> (24) hours . <br /> 17690 Salvaged materials were stored too close to the roadway used by <br /> public and commercial vehicles . Excessive volumes of salvage <br /> materials were accumulated at the site. Removal of salvage <br /> materials must be made more frequently by the site operator. <br /> 17701 The site operations were creating a public nuisance for surrounding <br /> property owners . <br /> 17703 Adequate measures for prompt fire control as requested by local <br /> fire authorities were not taken by the site operator. Pump size <br /> was not adequate to provide sufficient water for fire control of <br /> the site. Fire stations were not provided close to the site <br /> working areas for prompt fire control . <br /> 17707 Adequate steps to control bird problems were not taken by the site <br /> operator. <br /> 17708 The site slopes (above grade areas) were constructed excessively <br /> steep and close to surrounding properties allowing erosion and <br /> runoff water to drain on to these areas . <br />
