The following documents condition the design and operation of this <br /> facility: <br /> 1. Permit to Operate #3 issued January 1, 1977 by the San Joaquin <br /> Local Health District. <br /> �2 . Rubbish Dump Permit No. 4-0683 issued April 7 , 1977 by the <br /> State of California Department of Forestry. <br /> j3. Agreement between the City of Lodi and San Joaquin County, <br /> R-75-150 , adopted January 1 , 1975 . <br /> D. Land within 1,000 feet of the site is zoned as follows : <br /> 1. G.A. - General Agriculture. <br /> E. ; This facility's operations are currently in substantial compliance <br /> with State Minimum Standards as determined by a physical inspection <br /> made on November 8, 1977, except that they violate Sections 17636, <br /> 17637, 17638, 17639 , 17658 , 17660 , 17677 , 17678, 17679 , 17682, 17687, <br /> 17690. 17703. 17707. 17708 . 17710 . 17711, 17713, 17727 , 17741-The conditions <br /> of this Pexudx establish an apwroprite_schedule for conpliance with these sections. <br /> F. San Joaquin County has no solid waste management plan, but this site <br /> was established before August 18, 1974, therefore no finding of need <br /> and necessity from the State Solid Waste Management Board is required. <br /> G. This permit is consistent with the State Minimum Standards in that the <br /> following conditions establish an appropriate schedule for compliance <br /> with those standards . <br /> II. CONDITIONS : <br /> A. Requirements : <br /> 1. This facility must comply with all of the State Minimum Standards <br /> for Solid Waste Handling and Disposal. <br /> 2 . This facility must comply with all federal, state, and local <br /> requirements and enactments . <br /> 3. The San Joaquin Local Health District reserves the right to <br /> request additional information concerning the design and <br /> operation of this facility. <br /> B. Prohibitions : <br /> 1. Disposal of hazardous wastes . <br /> 2 . Scavenging. <br /> 3. Open burning. <br /> C. Specifications : <br /> 1. No significant change in design or operation from that described <br /> in items A of the "FINDINGS" section is allowed, except for those <br /> changes which are required under the "CONDITIONS" portion of this <br /> permit. <br />
