San Joaquin Local Health District San Joaquin County Page 3 of 5 <br /> Harney Lane Landfill Permit #39-AA-003 <br /> II. CONDITIONS : (continued) <br /> C. Specifications : <br /> ,' ' ,2. The operator will immediately commence and thereafter maintain <br /> a log of special occurrences . <br /> 3. Six (6) inches of compacted cover material shall be placed over <br /> the compacted landfill in cells . All solid waste materials shall <br /> not be exposed longer than 24 hours . <br /> Salvaging must be conducted in a manner that does not interfere <br /> with the other aspects of the site operation. Confine all salvag- <br /> ing to a specific area away from the main roadway. <br /> " 5 ./ Covered surfaces of the disposal area shall be graded to promote <br /> lateral runoff of precipitation and to prevent ponding. <br /> '6. Litter and loose materials shall be routinely collected and <br /> disposed of properly. Collection frequency shall be set with <br /> the objective of preventing objectionable accumulations on <br /> adjacent properties . <br /> -" 7. The disposal site shall not be a source of odor nuisances . <br /> 8. The slope of the working face shall be maintained at a ratio <br /> which will allow effective compaction of the wastes . <br /> 9 . The above grade fill areas shall conform with the description <br /> given in the Report of Disposal Site Information. <br /> 10 A 400-foot cleared area from the property line shall be maintained <br /> to the south and east sides of the dumping site. <br /> D. Provisions : <br /> 1. Compliance to the following provisions : <br /> a. Incoming records of weights or volumes to within 10% <br /> accuracy must be instituted by the site operator by <br /> March 1, 1978. <br /> b. Subsurface records must be maintained on the length and <br /> depth of any, cuts made in the natural terrain where fill <br /> will be placed by March 1, 1978. <br /> c. Location of all accurate records pertaining to the landfi <br /> operation must be made available to the San Joaquin Local <br /> Health District by March 1, 1978. <br /> Provide adequate barriers around the perimeter of the site <br /> to prevent unauthorized entry by persons or vehicles by <br /> May 1, 1978. <br /> (e.) Internal roads within the site must be constructed to meet <br /> all weather conditions by August 1, 1978. <br /> Spread and compact all incoming refuse in cells not to exceed <br /> two feet in depth. Cover all exposed refuse with at least 6" <br /> of soil at the end of each 24 hour period by March 1, 1978. <br />
