Hazelton Ave. <br /> Stockton, CA 95201 <br /> RE: Landfill Gas Extraction System at Harney Lane Landfill <br /> This letter is to document the continued leak of landfill gas from the exhaust fan/motor <br /> assembly located at the south end of the landfill. The gas leak was noted by <br /> Environmental Health Division(EHD) as an Area of Concern on the First Quarter <br /> Inspection on March 29, 2000. The gas leak was noted as a Violation on the Second, <br /> Third, and Fourth Quarter Inspections. <br /> During the Fourth Quarter Inspection on December 26, 2000, EHD staff,while standing <br /> outside the fenced enclosure at the gas flare, were able to detect the strong odor of <br /> landfill gas. The gas leak had been detected during previous inspections only while <br /> standing directly adjacent to the motor/fan assembly. It is the assessment of EHD that the <br /> amount of gas being released has increased, and has not been addressed appropriately <br /> within Solid Waste Division's (SWD) current maintenance program. <br /> The uncontrolled release of landfill gas creates a potential respiratory health risk to <br /> employees, as well as a fire/explosive hazard. Proposition 65 notification may apply to <br /> this release. EHD directs SWI)to comply with Title 27, California Code of Regulations, <br /> section 20937 (f): To provide for the safe, efficient operation of the gas control <br /> system, the operator shall implement a maintenance program in accordance with <br /> the following requirements: <br /> (1) A site-specific operations and maintenance manual shall be maintained and <br /> kept current to reflect any expansion or modifications to the gas control <br /> system. <br /> (2) An operations manual shall provide for periodic inspections and servicing of <br /> gas control equipment. <br /> (3) Operations and maintenance shall be recorded and the records shall be <br /> retained by the operator. <br /> A Division of San Joaquin County Health Care Services <br />
