Michael Kalish <br /> February 5, 2001 <br /> Page 3 of 6 <br /> • Maps/plans showing current site topography, site boundaries, structures, and utilities (hard <br /> line and AutoCAD file versions). <br /> • As-built plans for the entire LFG collection and monitoring system. <br /> • Operating data for the existing LFG system for the past six months. <br /> • San Joaquin Valley Air Pollution Control District Rule 4642 surface emission monitoring <br /> data. <br /> • Recent and historical migration probe monitoring data for the past six months. <br /> • Soils,hydrogeologic and water quality monitoring data,including LFG probe and <br /> groundwater monitoring well boring logs, soil types, and depth and fluctuations of <br /> groundwater levels. <br /> • Agency correspondence outlining LFG control requirements or compliance deadlines <br /> specific to the Harney Lane Landfill. <br /> This information will be reviewed in conjunction with our operation and maintenance <br /> subsidiary SCS Field Services (SCS-FS). SCS-FS will review the information to see whether <br /> or not migration control can be enhanced through operational enhancements. SCS will <br /> evaluate alternative approaches for LFG migration control based on the findings of the data <br /> review and our experience with similar projects. Alternatives to be explored include: (1) <br /> modifications to existing wellfield O&M practices; or(2) upgrades to the extraction or <br /> monitoring systems. We will prepare a task memorandum summarizing recommendations for <br /> further action if necessary as outlined below. <br /> Task 2. Conduct Initial Wellfield Reconnaissance. If results of Task 1 indicate that there <br /> are opportunities to improve LFG migration control through operational adjustments, <br /> representatives from SCS Field Services (SCS-FS) will accompany County Personnel to <br /> survey the wellfield, adjust individual wells,record gas quality readings,inspect and <br /> troubleshoot the blower/flare station equipment. The overall objectives of this reconnaissance <br /> are to optimize gas control in the area of G -3 while maintaining adequate gas quality for <br /> proper flare operation, and adequate emission and migration control in all other areas of the <br /> landfill. We have budgeted up to 5 person days for SCS-FS for this initial event. The <br /> effectiveness of this initial effort will be evaluated by review of data resulting from follow-up <br /> monitoring and wellfield balancing events. <br />
