Michael Kalish
February 5, 2001
Task 3. Troubleshoot Blower. SCS-FS will also troubleshoot the potential leak at one of
the existing blowers. This task will be performed in conjunction with Task 2.. This task will
be performed whether or not the wellfield reconnaissance is found to be necessary during
Task 1. A memorandum will be prepared outlining recommendations for repairs and
associated costs.
Task 4. Conduct Follow-up Wellfield Adjustment/Balancing Events. If results of Task 2
indicate the need for further wellfield balancing by SCS-FS, up to two additional wellfield
adjustment/balancing events will be conducted with County personnel present. We envision
one event per week over a two week period. We will prepare a task memorandum
transmitting results of wellfield tuning as well as recommendations for further action if
necessary as outlined below.
Task 5. Evaluate Alternatives for LFG Extraction System Modifications. If adjustments
to operational practices prove not to be effective at controlling LFG migration in the vicinity
of GW-3, SCS will evaluate the feasibility of physical modifications to the LFG extraction
system. Alternatives to be explored include: (1)installation of additional gas extraction wells
in refuse, (3) installation of additional gas extraction wells in native soil, (4)relocation of
"hot" monitoring probes, (5)excavation of LFG vent trenches, and/or(6) installation of
horizontal gas collectors. Key aspects of our evaluation include:
• Impacts on blower/flare performance. We understand the blowers are operating at or near
their design flow capacity and that the flare currently experiences unscheduled shut-downs
due to poor gas quality. Therefore, the installation of additional wells may require an
upgrade to the blower/flare system.
• Overall system costs. We will compare capital and long-term O&M costs for the
alternatives.
• Liquids management. Modifications to the current condensate handling system may be
needed; we will assess the best strategy.
A final project memo will be prepared which discusses the pros and cons of each alternative
considered, an overview of design, permitting and construction steps, as well as order-of-
magnitude construction and O&M costs for the selected option.
