1.0 INTRODUCTION <br /> This Workplan to regrade the top surface of the Harney Lane Sanitary Landfill (HLSL) is <br /> submitted to comply with a letter from the Central Valley Regional Water Quality Control Board <br /> (RWQCB) dated January 25, 2002. The objective of this work is to comply with Section <br /> 21090(b)(1)(A) of Title 27, California Code of Regulations, and thus ". . . prevent ponding and <br /> prevent soil erosion . . .". <br /> The HLSL is a Class III municipal solid waste landfill located on Harney Lane, approximately <br /> nine(9)miles East of Lodi, CA, in Northern San Joaquin County(Figure 1). The HLSL closed in <br /> November 1991 and received a final cover in 1994. <br /> To comply with general post-closure duties as outlined in Section 21090(c) of Title 27, the <br /> County has annually regraded areas of the final cover where settlement has inhibited proper <br /> drainage off the top surface. <br /> On January 23, 2002, the HLSL was inspected by Ms. Kim Schwab, Associate Engineering <br /> Geologist with the RWQCB. Also present was Najee Zarif representing San Joaquin County. <br /> During this inspection, areas of ponding and differential settlement were observed on the <br /> landfill's final cover. Ms. Schwab noted and digitally photographed these and other areas <br /> (Appendix B). <br /> The RWQCB issued a Notice of Violation to the County(dated January 25, 2002, attached) for <br /> failure to comply with Title 27, Section 21090(b)(1)(A)which states: "In spite of differential <br /> settlement, the final cover of closed landfills . . . shall be designed, graded, and maintained to <br /> prevent ponding . . . ."
