KLEINFELDER <br /> 2 PROGRAM OVERVIEW <br /> 2.1 GENERAL <br /> This CQA plan is to be implemented to control construction for installation of final cover <br /> for the Landfill. The final cover consists of a minimum two-foot thick foundation layer, <br /> one-foot thick low permeability barrier ("clay") layer and a one-foot thick protective <br /> - vegetative layer. This final cover section was included in the Closure Plan to meet <br /> minimum requirements of Chapter 15, Section 2581(a). <br /> The County has decided to use on-site soils from a borrow area for construction of the final <br /> cover as indicated in the closure plan. The SJDPW retained Kleinfelder to test available <br /> on-site soil and develop a soil amendment mix design to attain the properties needed for <br /> barrier layer construction.
