2. Administration of an Enterprise Fund which fully <br /> finances all County solid waste activities. 40 <br /> 3. Administration of residential refuse collection <br /> franchises and commercial and industrial refuse <br /> collection licenses. <br /> 4. Management of field operations which include <br /> operation of a 400 ton per day transfer station, <br /> eight transfer tractor/trailers with round trips <br /> of 64 miles to the landfill, and operation of two <br /> class III Sanitary Landfills. <br /> 5. Engineering which includes providing all <br /> regulatory engineering for four landfills and <br /> providing engineering for closure of two <br /> landfills, expansion of an existing landfill, <br /> siting and development of a new replacement <br /> landfill (to be opened in 1990) , siting and <br /> development of a new transfer station, renovation <br /> of a transfer station, and numerous smaller <br /> projects. <br /> 6. Planning which includes development and revisions <br /> of County Solid Waste Management Plans, Hazardous <br /> Waste Management Plans, and Recycling Plans. <br /> Also, proposed waste facilities are reviewed to <br /> determine conformity with the above County Plans. <br /> 7. Records administration which includes maintaining <br /> quantitative waste data banks, and proper book <br /> keeping and accounting procedures. Recently, <br /> fully computerized scales and record keeping <br /> systems were designed and installed to provide the <br /> County with up to date information. <br /> 8. Contract administration for contracts with six <br /> cities for refuse disposal and for other various <br /> solid waste contracts. <br /> 9. Program development which have included a tarping <br /> program, hazardous waste exclusion program, and a <br /> grease and septage disposal program. Some <br /> programs currently being developed include a <br /> recycling program, a household hazardous waste <br /> program, and a resource recovery program. <br /> 10 Legislation and regulation which includes keeping <br /> abreast of new regulations and legislation, <br /> meeting with state agencies and legislators, <br /> meeting with concerned groups, and serving on a <br /> GRCDA legislative committee. <br />
