WASTE t1I5CHARGE REQUIREMENTS -2- <br /> THE COUNTY OF SAN JOAQUIN <br /> HARKEY, LAME CLASS III LANDFILL <br /> SM, JGAQUIN COUNTY <br /> K methane gas monitoring program requested by the California Waste Management <br /> Heard has been implemented. The results of quarterly sampling will be used <br /> tn• planning for any necessary mitigation measures. As a precaution, founda- <br /> tion venting systems were installed on newly constructed migrant farm labor <br /> Irousing units that are within .1000 feet of the waste management units. <br /> Land within 1 ,000 feet of this 'site is currently used for agriculture. <br /> W. Surface water drainage is to Paddy Creek, which in turn is tributary to Bear <br /> Creek, Disappointment Slough and, finally, to the San Joaquin River. <br /> 11 Free water surface elevations of-- ground water in nearby domestic and agri- <br /> cultural wells were measured and fluctuates between 15 and 36 feet below <br /> mean sea level . Ground surface elevation at the site is approximately 100 <br /> feet above mean sea level . <br /> 12. The beneficial uses of receiving waters are agricultural supply; recreation; <br /> esthetic enjoyment; navigation; ground water recharge; fresh water replenish- <br /> t; and preservation and enhancement of fish, wildlife and other aquatic <br /> resources. <br /> 13. The Water. Quality Control Plan for the Sacramento-San Joaquin Delta Basin <br /> (58) was adopted on 25 July 1975, and this Order implements the water quality <br /> obdectives stated in that Plan. <br /> 14.. The action to revise the waste discharge requirements for this facility is <br /> exempt from the provisions of the California Environmental Quality Act <br /> (Public Resources Code Section 21000, et seq.) , in accordance with Section <br /> 15301, Chapter 3, Title 14, California Administrative Code. <br /> 15. The Board has notified the Discharger and interested agencies and persons of <br /> tts intent to prescribe waste discharge requirements for a Class III landfill <br /> at this disposal site. <br /> 16. The Board in a public meeting heard and considered all comments pertaining to <br /> the discharge. <br /> IT IS HEREBY ORDERED that the County of San Joaquin, in order to meet the pro- <br /> visions of Division 7 of the California Water Code and regulations adopted <br /> thereunder, shall comply with the following: <br /> A4« Prohibitions: <br /> 1.. The discharge of 'hazardous waste' or 'designated wastes' at this site is <br /> prohibited. <br />
