WASTE DISCHARGE REQUIREMENTS "3" <br /> THE COUNTY OF SAN JOAQUIN <br /> HARNEY LANE CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 2. Discharge of solid or liquid wastes, including leachate, to surface or <br /> ground waters is prohibited. <br /> 3. The placement of 'nonhazardous solid wastes' in ponded water from any <br /> source is prohibited. <br /> B. Discharge Specifications: <br /> 1. Neither the closure operations nor the disposal of waste shall cause <br /> pollution, or a nuisance as defined in the California Water Code, Section <br /> 13050. <br /> • 2. Waste materials shall be confined to the primary and secondary areas shown <br /> on Attachment "A". <br /> 3. Excavations made for discharge of wastes shall not extend below elevation <br /> 50 feet, USGS Datum. <br /> 4. The exterior surfaces of the disposal area shall be graded to promote <br /> lateral runoff of precipitation and to prevent ponding. <br /> S. Surface drainage from tributary areas, and internal site drainage from <br /> surface or subsurface sources, shall not contact or percolate through <br /> 'nonhazarous solid wastes' discharged at the site. <br /> 6. The active disposal area and the closed sections shall be protected from <br /> any washout or erosion of wastes or containment facilities, and from <br /> inundation, which could occur as a result of floods having a predicted <br /> frequency of once in 100 years. <br /> 7. To bring the site into compliance with Subchapter 15 slope requirements, <br /> the Discharger will add additional lifts. A slope of at least one percent <br /> shall be achieved for 50 percent of the fill surface by the beginning of <br /> the 1987 rainy season. By the beginning of the 1988 rainy season, the <br /> entire fill surface shall be at least one percent slope. A three percent <br /> slope shall be achieved in three years from the date of adoption of these <br /> waste discharge requirements. <br /> 8. Annually, prior to the anticipated rainfall period, all necessary runoff <br /> diversion channels shall be in place to prevent erosion or flooding of the <br /> site. <br /> 9. Water used during disposal site operations shall be limited to a minimal <br /> amount reasonably necessary for dust control purposes and the compaction <br /> of clay covers. <br />
