WASTE -DISCHARGE REQUIREMENTS -5- THE COUNTY OF SAN JOAQUIN HARNEY LANE CLASS III LANDFILL SAN JOAQUIN COUNTY 6. Vegetation for closed waste management units shall be selected to require minimum irrigation and maintenance, and shall have a rooting depth not in excess of the vegetative layer. 7. Closed waste management units shall ' be graded and maintained to prevent ponding and to provide slopes of at least three percent. S. Areas with slopes greater than ten percent, surface drainage courses and areas subject to erosion by water or wind shall be protected or designed and constructed to prevent such erosion. 9. The Discharger is required- to establish an irrevocable closure fund or provide other means to ensure closure and post-closure maintenance in accordance with the Closure Plan submitted on behalf of the Discharger by Nolte and Associates in May 1986. D. Provisions; . The Discharger shall maintain a copy of this Order at the site so as to be available at all times to site operating personnel. 2. The Discharger shall file with this Board a report of any material change or proposed change in the character, location, or quantity of this waste discharge. For the purpose of these requirements, this includes any proposed change in the boundaries, contours, or ownership of the disposal area. 3. The Discharger shall comply with Monitoring and Reporting Program No. 87-088. 4. The Discharger shall comply with the Standard Provisions and Reporting Requirements, dated 1 September 1985s which are a part of this -Order. S. The owner of the waste disposal site shall have a continuing responsi- bility to assure protection of usable waters from the-waste discharge, and from gases and leachate that are caused by infiltration of precipitation or drainage waters into the waste disposal areas during subsequent use of the property for other purposes. 6. In the event of any change in control or ownership of this treatment and disposal system, the Discharger shall notify this Board of such change and notify the succeeding owner or operator of the existence of this Order.
