WASTE DISCHARGE REQUIREMENTS -4- THE COUNTY OF SAN JOAQUIN HARNEY LANE CLASS III LANDFILL SAN JOAQUIN COUNTY 10. The discharge shall not cause a degradation of any water supply. 11. Barriers shall be maintained to prevent blowing paper from leaving the disposal site. 12. The Discharger shall remove and relocate any wastes which are discharged at -this site in violation of these requirements. 13. The migration of methane gas from the landfill shall be controlled as necessary to prevent nuisance conditions or impacts on water quality. 14. Liquid or semi-solid waste (i .e., waste containing less than 50 percent • solids by weight) shall not be discharged at this site. 15. Oewatered sewage or water treatment sludge, if less than 50 percent solids by weight, shall not be discharged at the site. 16. If indicator parameters or waste constituents are detected at compliance points in excess of water quality protection standards, the Discharger shall institute a verification monitoring programa, as defined in Sub- chapter 15, Sections 2550 through 2559. 17. If verification monitoring establishes that any water quality protection standard has been exceeded at or downgradient of the points of compli- ance, the Discharger shall institute a corrective action program, as defined in Subchapter 15, Sections 2550 through 2559. C. Closure Specifications: 1. The Discharger shall close the facility in accordance with Subchapter 15, Section 2580, et seq., and according to the Closure Plan, dated 21 May 1986, or a revised Closure Plan approved by the Board. 2. The post-closure maintenance period shall extend as long as the -wastes pose a threat to water quality. 3. The closure of each section of the landfill shall be under the direct supervision of a registered engineer or a certified engineering geologist. 4. Closed waste management units shall be provided with at least two perma- nent monuments, installed by a licensed land surveyor, from which the location and elevation of wastes, containment structures and monitoring facilities can be determined throughout the post-closure period. 5. As each section of the landfill reaches capacity, it shall receive a final soil cover consisting of a two-foot thick foundation layer, followed by a one-foot thick containment layer, with permeability of 1x10-6cm/sec or is less, and finally by a one-foot thick vegetative layer.
