WASTE DISCHARGE REQUIREMENTS -4- <br /> THE COUNTY OF SAN JOAQUIN <br /> HARNEY LANE CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 10. The discharge shall not cause a degradation of any water supply. <br /> 11. Barriers shall be maintained to prevent blowing paper from leaving the <br /> disposal site. <br /> 12. The Discharger shall remove and relocate any wastes which are discharged <br /> at -this site in violation of these requirements. <br /> 13. The migration of methane gas from the landfill shall be controlled as <br /> necessary to prevent nuisance conditions or impacts on water quality. <br /> 14. Liquid or semi-solid waste (i .e., waste containing less than 50 percent <br /> • solids by weight) shall not be discharged at this site. <br /> 15. Oewatered sewage or water treatment sludge, if less than 50 percent <br /> solids by weight, shall not be discharged at the site. <br /> 16. If indicator parameters or waste constituents are detected at compliance <br /> points in excess of water quality protection standards, the Discharger <br /> shall institute a verification monitoring programa, as defined in Sub- <br /> chapter 15, Sections 2550 through 2559. <br /> 17. If verification monitoring establishes that any water quality protection <br /> standard has been exceeded at or downgradient of the points of compli- <br /> ance, the Discharger shall institute a corrective action program, as <br /> defined in Subchapter 15, Sections 2550 through 2559. <br /> C. Closure Specifications: <br /> 1. The Discharger shall close the facility in accordance with Subchapter 15, <br /> Section 2580, et seq., and according to the Closure Plan, dated 21 May <br /> 1986, or a revised Closure Plan approved by the Board. <br /> 2. The post-closure maintenance period shall extend as long as the -wastes <br /> pose a threat to water quality. <br /> 3. The closure of each section of the landfill shall be under the direct <br /> supervision of a registered engineer or a certified engineering geologist. <br /> 4. Closed waste management units shall be provided with at least two perma- <br /> nent monuments, installed by a licensed land surveyor, from which the <br /> location and elevation of wastes, containment structures and monitoring <br /> facilities can be determined throughout the post-closure period. <br /> 5. As each section of the landfill reaches capacity, it shall receive a final <br /> soil cover consisting of a two-foot thick foundation layer, followed by a <br /> one-foot thick containment layer, with permeability of 1x10-6cm/sec or is <br /> less, and finally by a one-foot thick vegetative layer. <br />
