File No. 20-1008-49 KLEINFELDER <br /> December 22, 1994 <br /> FINAL CQA REPORT <br /> HARNEY LANE SANITARY LANDFILL <br /> PRIMARY AND SECONDARY SITES <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> INTRODUCTION <br /> Kleinfelder, Inc. provided testing and observation services at the Harney Lane Sanitary Landfill <br /> located on the south side of Harney Lane approximately 1 mile east of Jack Tone Road in San <br /> Joaquin County, California. The purpose of our observations was to serve as a third party <br /> Construction Quality Assurance (CQA) monitor during construction of foundation and low <br /> permeability barrier layers of the final cover at the Harney Lane Sanitary Landfill. Teichert <br /> Construction was the contractor retained by the San Joaquin County Department of Public <br /> Works, hereinafter "County", to perform final cover construction. <br /> The Harney Lane Sanitary Landfill, hereinafter "Landfill", is a Class III sanitary landfill owned <br /> by the County and operated under Solid Waste Facilities Permit No. 39-AA-0003 and Waste <br /> Discharge Requirement Order No. 93-093. The Central Valley Regional Water Quality Control <br /> Board (CRWQCB) recommended third party CQA during final cover construction. The <br /> CRWQCB and the California Integrated Waste Management Board (C ) comments led <br /> to the development of the revised CQA plan. Kleinfelder performed CQA in accordance with <br /> this plan. <br /> The final cover for the landfill was constructed of onsite native soils (foundation layer), or a <br /> mixture of onsite native soil and imported Ione clay (barrier layer). Test pads were constructed <br /> to evaluate construction methods and performance of the native/import mix design. Test pad <br /> results as well as field testing during construction of the foundation and barrier layers are <br /> presented in this report. <br /> PREVIOUS REPORTS <br /> The following previous reports have been submitted by Kleinfelder for the Harney Lane <br /> Sanitary Landfill closure: <br /> 1) "Construction Quality Assurance Plan for Construction of Final Cover, Harney <br /> Lane Sanitary Landfill, San Joaquin County, California," dated December 5, <br /> 1991, File No. 20-1008-49 <br /> 2) "Construction Specifications for Test Pad, Harney Lane Landfill, San Joaquin <br /> County, California," dated December 8, 1992, File No. 20-1008-49 <br /> Copyright 1994 Kleinfelder, Inc.
