CENTRAL VALLE EGIONAL WATER QUALITY I@NTROL BOARD <br /> INSPECTION REPORT <br /> DISCHARGER: Harney Lane Landfill <br /> LOCATION & COUNTY: Lodi, San Joaquin County <br /> CONTACT(S): Mike Carroll, San Joaquin County DPW <br /> INSPECTION DATE: 14 December 2009 <br /> INSPECTED BY: John Moody, Central Valley RWQCB <br /> ACCOMPANIED BY: Mike Carroll, San Joaquin County DPW <br /> OBSERVATIONS AND COMMENTS: <br /> Central Valley Water Board permitting staff conducted an inspection of the landfill to view areas <br /> regulated under the WDRs and do a visual check of the overall operation of the major landfill <br /> facilities. Areas viewed included the-iandfitt-nodules; storm drains, and-surface water <br /> monitoring points. The inspection started at about 1:30 p.m. The weather was cloudy and cool, <br /> about 55 °F. Site conditions were damp in most areas due to recent heavy rains (about 1.5 <br /> inches). <br /> The landfill deck and side slopes had healthy vegetative cover and appeared to be adequately <br /> graded for drainage. All slopes appeared to be well drained and I did not see any significant <br /> erosion or other repair issues. The storm drains also appeared to be in good condition and <br /> operating normally. See Photos 1 through 4. All monitoring points appeared to be <br /> representative and appropriate, although the operator mentioned that the downstream <br /> monitoring point historically used for surface water monitoring (i.e., S-2 immediately <br /> downstream of the sedimentation basin outfall) is actually a few hundred feet upstream of the <br /> location shown in the WDR map. Since the down stream monitoring location was not changed <br /> during the last WDR revision, staff advised the Discharger to continue monitoring at the actual <br /> historical location pending the next revision of the MRP. See Attachment 2. <br /> I also visited the area on the northwest side of the site (adjacent to the migrant labor camp) <br /> where the operator plans to install a groundwater monitoring well required under the WDRs. <br /> The operator indicated that, due to the soft soil conditions caused by recent rain, drilling of the <br /> well would have to be rescheduled. See Photo 5. 1 also viewed an area in the northwest corner <br /> of the site where the operator is considering installing an additional background monitoring well <br /> as required under the WDRs. The operator is weighing the benefits of the onsite location with <br /> the risks of having to install another well further upgradient in the event it is determined that the <br /> onsite well is impacted and cannot be used for background monitoring.
