1.0 INTRODUCTION <br /> This Plan presents the method of repair of the low-permeability layer of the closure cap due <br /> to erosion or slough failure of the landfill cover. This emergency closure cap repair work <br /> plan is prepared in accordance with Title 27 Section 21090 3C. <br /> 2.0 CLOSURE CAP REPAIR <br /> 2.1 TEMPORARY PROTECTION <br /> The purpose of temporary protection is to minimize further damage to closure cap area <br /> until a permanent repair can be affected. <br /> Temporary protection includes placing a plastic cover over the area to be repaired, and <br /> anchoring that cover with sand bags or equivalent (Photo 1). <br /> Exposed refuse (if any)will also be covered temporarily with a tarp, and disposed at the <br /> North County Sanitary Landfill as soon as possible. Small swales and berms will be <br /> constructed to direct storm water runoff away from the damaged area as needed. <br /> 2.2 PERMANENT REPAIR <br /> Unless conditions indicate otherwise, closure cap will be repaired by Installing the <br /> accepted engineering equivalent of the prescriptive closure cap: geocomposite clay liner <br /> (GCL) over a minimum two-foot thick layer of foundation soil and covered by a minimum <br /> one -foot thick layer of vegetative soil. This method is consistent with previous repairs. <br /> Repair work will be coordinated with the Local Enforcement agencies (LEA) if requested. <br /> Low-permeability layer repair will be certified by a civil engineer licensed in the State of <br /> California. <br /> 2.2 A. REPAIR METHOD <br /> First, the affected area will be cleared, and soil will be placed to provide a minimum two- <br /> foot thick foundation layer.
