MEMORANDUM
TO: James A. Roberts96
FROM: Paul E. Jepperson
SUBJECT: California Clay Products
Waste Disposal Site
California Clay Products has been accepting automobile
demolition wastes for disposal in their McKinley Avenue
clay pit at Stockton. Now that we are in the process
of formulating waste discharge requirements, they have
asked that we determine if this material is a Group II
or Group III waste.
'The waste results from an operation- irr which automobiles
are ground into one or two inch fragments. After fer-
rous and non-ferrous metals are removed the remaining
waste is taken to the Cal-Clay pit for disposal.
On 29 March 1973 , 1 visited the site in company with
Steve Macaulay. We were joined by Mr. Jack Dozier,
Attorney for Cal-Clay, and a representative from the
San Joaquin Local- Health District. We examined the
automobile waste and found it to be a mixture of soil ,
fibrous matter, vinyl 'fabric, molded rubber or elasto-
mer parts, and a minor amount of metal. Small whisps
of smoke issuing from the dump in one location sug-
gests sufficient decomposable organic matter present
to cause spontaneous combustion.
4/6/73 pej/ca
cc: San Joaquin Local
Health District
Mr. Jack Dozier
