Asbestos containing waste has also been <br />identified at the site. Discharge of ASW occurred from 1973 to 1983. The facility has submitted a <br />Report of Waste Discharge which proposes to fill below grade areas with treated ASW. Inspection <br />features are shown on the attached location map. <br />We arrived at the site in the late afternoon during intermittent rain showers. Site topography is <br />irregular with large areas below grade. The deepest area (RWD Area E- cover borrow area) is within <br />fine grain soils approximately 26 feet below grade and has been referred to in the RWD as Area E <br />(cover borrow area). Localized ponding was present within Area E and sediment sources included <br />exposed ASW within the upper pit slopes. <br />Extensive areas of ASW are exposed at the surface east, northeast, and southeast of Area E (RWD <br />Areas B and C) . The exposed ASW consists of variably sized oxidized metal fragments, rubber hose <br />fragments, and other material fragments mixed in varying portions with soil and demolition debris. <br />Portions of the exposed ASW were vegetated with weeds while other areas were barren. Grading <br />was extremely poor, with numerous areas of ponded runoff directly on exposed ASW. <br />Reports submitted to comply with §13273 of the Water Code were accepted as meeting the <br />requirements for a Solid Waste Assessment Test (SWAT) report on 25 September 1989. However, the <br />RWD indicates ASW disposal areas substantially different from the SWAT report. Plate 2-4 of the <br />RWD shows a significant area of ASW north of the boundary indicated in the SWAT report <br />information (Plate 2 of the PCB Investigation Report dated 15 July 1988). Exposed ASW in that area <br />was indicated based on field observation during the inspection. A large storm water holding pond <br />was constructed directly on the misidentified and uncharacterized ASW. Ground water flow <br />directions (generally to the north-northeast) confirm that the existing monitoring system is <br />inadequate to assess the potential impact of ASW on ground water quality. <br />
