r • • <br />Response: <br />Section 17710 of Title 14, California Code of Regulations, states: <br />"Covered surfaces of the disposal area shall be graded to promote lateral runoff of <br />precipitation and to prevent ponding. Grades shall be established of sufficient slopes to <br />account for future settlement of the fill surface. Other effective maintenance methods <br />may be allowed by the Enforcement Agency. " <br />To the extent possible due to pre-existing topography of the site, the surface is graded to <br />promote lateral runoff of precipitation. It is Kleinfelder°s opinion that the ponding observed <br />during the March 6, 1992 inspection is insignificant, especially in light of the fact stated in the <br />inspection report that the inspection occurred during intermittent rain showers. Nonetheless, <br />actions will be taken by Cove Contractors to regrade the area so that runoff will flow towards <br />the low portion of the site. As indicated in the RDSI, continued compliance with 14 CCR § <br />17710 will be achieved during operations by grading and active pumping from a collection <br />sump located at a low point of the site. The RDSI plans (Dwg. 2-4) call out a grading plan <br />(Phase 1, Dwg 2) which will be sloped to the sump area. Before filling operations resume and <br />as an addendum to the RWD and RDSI, Cove contractors will submit details of the sump and <br />drainage plan that will further address the routing, collection and disposal of rain water that <br />falls on the landfill. <br />Comment 3: <br />17684- Exposed ASW is present through out the site. Intermediate cover of 12 inches <br />minimum shall be placed through out the site. <br />Response: <br />Cove Contractors achieved compliance with 14 CDR § 17684 because the required soil cover <br />previously was placed over the exposed ASR. Evidence for this is contained in the 1988 Solid <br />Waste Assessment Test Report, Appendix C. This appendix contains details of an <br />investigation at the site where a number of backhoe pits were excavated. Most of the pit logs <br />indicate a mixture of soil and ASR at and near the ground surface. If, over time, ASR has <br />been exposed, Cove Contractors will apply cover soil to exposed ASR. <br />Comment 4: <br />17708- Erosion is occurring in the excavation. This shall be repaired to prevent <br />further erosion. <br />Response: <br />Section 17708 of Title 14, California Code of Regulations, states: <br />"Adequate drainage shall be provided. If erosion occurs, it shall be promptly repaired <br />with steps taken to prevent further occurrence.
