k"KLEI N FELDER <br />May 17, 1990 <br />File: 24-215600-000 <br />Mr. Robert Ching <br />Deputy Director <br />Community Development Department <br />City of Stockton <br />6 East Lindsay Street <br />Stockton, CA 95202 <br />COVE • •• •RDISPOSAL <br />STOCKTON,CALIFORNIA <br />Dear Mr. Ching: <br />Kleinfelder is preparing a Report of Disposal Site Information (RDSI) for Cove <br />Contractors/Calfornia Clay Disposal Site to comply with Section 17616, Title 14 of the <br />California Code of Regulations for updating of the site's permit. Requirements for the <br />report in California Integrated Waste Management Board Regulations include <br />"documentation from the local agency that the facility is consistent with CoSW.MP and city <br />or county general plan". <br />The disposal site is located at 3242. South Eldorado Street in Stockton, California (See <br />Plate 1.1). The site was previously referred to as the "California Clay Landfill". The site <br />operations are permitted under Solid Waste Facilities Permit Number 39 -AA -010 <br />(Attachment 1) which is being updated to continue operations. The proposed operations <br />will take place on property designated as County Assessor Parcel Number 177-02-29, which <br />is =on of around 9 acres of the existing permitted area; and will include acceptance of <br />shwaste (generally from automobiles) and inert waste generally in accordance with <br />the current permit being updated. <br />It is Kleinfelder's understanding; based on review of a previous letter dated <br />February 9, 1990, from Heller, Erhman, White & Mcauliffe, attorneys for Cove <br />Contractors, to you (Attachment 2); that the landfill site had been accepted by the Citv as <br />"a legal nonconforming use" because landfill operation were permitted by the Countv prior <br />to annexation by the City. Also, the site is zoned M-2 (heavy industrial). <br />We respectfully request that the City provide a letter indicating if the disposal site <br />operations are consistent with the current City General Plan. This information is needed <br />for us to complete the RDSI for updating site permits which was requested by the state and <br />county. Also, please indicate any special land use or zoning conditions which apply to the <br />landfill. We would appreciate your letter by June 15, 1990 so that we can include it to the <br />RDSI by the filing deadline. <br />
