Thsi section of the PSR describes a typical <br />operation cycle. There is no mention of a scale or method of determining the amount of waste <br />delivered with each truckload. " <br />n� <br />Waste Quantity Measurement <br />There is not an on-site scale and Cove Contractors does not propose to use scales at the site. <br />The ASW quantities disposed of will be measured and recorded at the source and made <br />available to Cove Contractors. <br />Comment on Section B -5e• <br />"PDM section B -Se corresponding to PSR section D. S. 4 and D. S. S, . The PSR states that no <br />cover is used during dry weather. Section 17682 Article 7 Chapter 3 Title 14 of California <br />Administrative Code states that landfill operations receiving tonnage from S to 50 per day <br />require cover every 48 hours and landfill operations receiving over 50 tons per day require <br />cover every 24 hours. " <br />Res nsmt <br />Landfill Cover <br />Title 14, Section 17682 states that cover material is required "In order to effectively prevent <br />propogation of flies, rodents or other vectors; to control landfill fires; to prevent the creation <br />of nuisances Section 17682 goes on to state that "The Board shall consider any <br />application for different cover and compaction requirements for special operating practices <br />such as landfilling shredded waste." <br />Cove Contractors is proposing "different cover and compaction requirements" because, the site <br />will only accept inert waste and auto shredder waste. Both of these waste types should not <br />require cover to prevent attraction of flies, rodents or other vectors; to control landfill fires; or <br />to prevent nuisances. <br />As mentioned in the PSR, ASW primarily contains small pieces of plastic and rubber, inert <br />material and small metal bits from the shredding process. Most liquids are volatilized during <br />the shredding operation and a silicate/cement treatment is applied to the ASW to control metals <br />leaching.
