Again, cover is not proposed during the summer because ASW and inert waste <br />are not putresible. Additionally, it is not anticipated that dust generation will normally be <br />a problem. If litter or dust becomes a problem during windy periods sufficient cover to <br />control those problems will be applied. <br />Although daily cover is not proposed for dry weather months, it will be applied during wet <br />weather periods to provide a surface to direct storm water from the waste. <br />This cover approach to be used by Cove Contractors is allowable under Title 14, Section <br />17682 CCR provisions which specifically allow alternative cover and compaction <br />requirements for ASW and inert waste, and also is consistent with the goals of the section <br />which are primarily meant to deal with problems normally associated with organic <br />decomposable wastes at mixed municipal waste landfills. <br />Availability of Cover Material <br />As mentioned above, cover will be used during winter months. The table below shows the <br />waste cell sizes and required cover for these cells. The requirements for cover are shown <br />for average, peak and site operational capacity ASW volumes stated in A-3 of the RDSI. <br />The estimated average monthly ASW volume is 1185 CY in-place. Assuming the average <br />waste cell size, 20 operating days per month and the assumptions listed with the Table, <br />approximately 200 CY of cover will be required monthly. (This may be conservative in that <br />operation may likely involve less than 20 days per month).
