Due to the configuration of the site and pit, if ASW is smoldering in the fill, it will be covered in the pit. Attempts to move burning waste to other areas of the site may cause more problems than immediately covering waste in the fill if a fire is detected. It should be noted that Cove Contractors has indicated that all waste loads will be received in a moist condition. In addition, the auto shredding process at the source removes volatiles and encapsulates the remaining waste in a silicate stabilizing and cementing agent using the K-20, Trezak process (see B-1.22). This greatly reduces the potential for fires when compared to the past shredder waste operations prior to the Trezak process of waste treatment. The site is also equipped with a fire hydrant which was installed in the past at the request of the Fire Department. This hydrant can be used by the department in addition to cover soil applied by Cove Contractors in the unlikely event that a fire occurs in the waste. Comment on Section A-17: "RDSI neglects to state local ,fire agency perimeter clearance requirements and fails to document how the facility complies. " "PHS request a letter from the local fire authority stating that the site is in compliance with the fire regulations. " Res once: On September 17, 1991, Kleinfelder contacted Captain White of the Stockton Fire District and requested a letter indicating the site is in compliance with their requirements and regulations. Captain White indicated he would have his staff inspect the site and supply written requirements for the District. In addition, Kleinfelder has sent a letter to the District requesting their requirements for a safe bum area. We will forward responses of the District to the PHS as soon as they are available.
