Due to the <br />configuration of the site and pit, if ASW is smoldering in the fill, it will be covered in the pit. <br />Attempts to move burning waste to other areas of the site may cause more problems than <br />immediately covering waste in the fill if a fire is detected. <br />It should be noted that Cove Contractors has indicated that all waste loads will be received in <br />a moist condition. In addition, the auto shredding process at the source removes volatiles and <br />encapsulates the remaining waste in a silicate stabilizing and cementing agent using the K-20, <br />Trezak process (see B-1.22). This greatly reduces the potential for fires when compared to the <br />past shredder waste operations prior to the Trezak process of waste treatment. <br />The site is also equipped with a fire hydrant which was installed in the past at the request of <br />the Fire Department. This hydrant can be used by the department in addition to cover soil <br />applied by Cove Contractors in the unlikely event that a fire occurs in the waste. <br />Comment on Section A-17: <br />"RDSI neglects to state local ,fire agency perimeter clearance requirements and fails to <br />document how the facility complies. " <br />"PHS request a letter from the local fire authority stating that the site is in compliance with the <br />fire regulations. " <br />Res once: <br />On September 17, 1991, Kleinfelder contacted Captain White of the Stockton Fire District and <br />requested a letter indicating the site is in compliance with their requirements and regulations. <br />Captain White indicated he would have his staff inspect the site and supply written <br />requirements for the District. In addition, Kleinfelder has sent a letter to the District <br />requesting their requirements for a safe bum area. We will forward responses of the District <br />to the PHS as soon as they are available. <br />Comment on Section C-1: <br />"RDSI states property as Assessor Parcel Number 177-020-28. Map A-3 shows site property <br />as Assessor Parcel Number 177-020-28 and 177-020-29. Please clarify what parcel the <br />landfill is located on. " <br />The landfill is located on parcel number 177-020-29, which is owned and operated by Cove <br />Contractors, and contains the remaining portions of the pit to be filled. Parcel 177-020-28 is <br />the parcel directly to the north of the pit.
