water truck will be used for dust control, as needed. It is <br />anticipated that the site access roads may only require <br />application of water occasionally for wind for periods during the <br />dry months of operations or for periods of peak usage to control <br />dust. The roads will be compacted when constructed, and will <br />also be subject to continued compaction from traffic. <br />During wet weather months, dust control should not be a problem <br />and the roads will have gravel applied as needed to prevent the <br />road from becoming muddy, which would cause vehicles to become <br />stuck. It should be noted that there is approximately 1.40 feet <br />of existing concrete pavement in the entrance area which will be <br />travelled on by trucks exiting the site. The majority of dirt <br />from access roads which could accumulate on the tires of trucks <br />using the site will probably be deposited on this portion of <br />pavement rather than being tracked on to South E1 Dorado Street. <br />Comment on Section J-1 <br />Map D-1 shows interim storm water storage area above the pit_ area <br />and removal of water is by a portable pump. PHS feels this may <br />contribute to the generation of leachate and requests an <br />alternate storm water storage location with a well maintained <br />mechanical automatically activated pump station. <br />Response to Comment on Section J-1 <br />The interim storm water collection area shown on Drawing 2 is the <br />western portion of the pit. Because it is below the grade of the <br />surrounding topography and existing drainage ditch, the water <br />will be lifted from the pit to the ditch just west of the site. <br />Rather than a manually operated pump, as proposed in the December <br />10, 1991 RDSI, Cove Contractors will construct a storm water sump <br />with a float driven pump to automatically pump water from the <br />sump to the drainage ditch, which satisfies the PHS's request. <br />The sump will have an inlet installed in western portions of the <br />pit at the lowest portion of the fill. This may require that the <br />sump is reset prior to subsequent rainy seasons as the fill <br />elevations in the pit increase prior to closure. <br />Comment on Section 0-3 <br />Addresses and telephone number of Jack Hecht, Nelson Linnendol <br />and Atsushi Fuji are not listed.
