personnel responsible for operations are as follows:
PERSONNEL/PRONE NUMBER
ADDRESS
Jack P. Hecht

Nelson Linnendol

Atsushi Fuji

Comment on Section 0-4
RDSI does not adequately show the number of personnel required to
staff the landfill operation.
Response to Comment on Section 0-4
Section A-4 of the RDSI describes the typical operational cycle
for the landfill. Cove Contractors plans to have one qualified
equipment operator at the site. His duty will be to unlock the
gate and inspect loads prior to disposal, direct incoming waste
trucks to the disposal area and lock the gate upon leaving the
site after completion of disposal activities. The qualified
equipment operator will push and compact waste in the fill and
also operate the water truck intermittently if needed for dust
control. A site supervisor will also visit the site
periodically.
The site operator will also inspect the proposed automatic storm
water removal pump during wet weather periods.
Assuming the peak loading in Section A-3.1 of seven trucks per
day, one site operator will be capable of performing all the
duties listed above. It should be noted that it is expected that
one on-site operator will also be capable of performing these
duties for three trucks per hour during operating hours listed in
A-6 of the RDSI. This was the basis for the 430 tons per day
projected as the waste handling capacity of the site in Section
A-3.1 of the RDSI. No amounts beyond the ability of on-site
personnel will be scheduled or accepted.
10
