Response to Comment on PDM Section A-5 A-6 B-1 B-2
A-5 Geologic/Hydrogeologic Conditions with Respect to Site
Design:
Sections 0.6.1.5 and C.6.3 contain information on Geologic
condition with Respect to Site Design and Hydro eg ologic
Consideration on Design, respectively. There is also related
backup information in other areas of Section C of the PSR, and an
evaluation of these elements in Sections F.2 and F.3 of the PSR.
A-6 Soil Conditions with Respect to Site Design
Information on this item is in Sections C.6.1.4, C.6.1.5, C.6.2
and C.6.3 (Pages 17 through 20) of the PSR.
B-1, Personnel and B-2, Equipment
Personnel and equipment are described in Section D.1 and D.2 of
the PSR (Pages 22 and 23). It is unclear what documentation is
missing from the PSR submitted in January 1991, and therefore, we
have attached copies of Pages 17 through 23.
Comment on PDM Section B -5b
PDM section B -5b corresponding to PSR D.5.3. This section of the
PSR describes a typical operation cycle. There is not mention of
a scale or method of determining the amount of waste delivered
with each truckload.
Response to Comment on PDM Section B -5b
There is not an on-site scale and Cove Contractors does not
propose to use scales at the site. The ASW quantities disposed
of will be measured and recorded at the source and made available
to Cove Contractors.
Comment on PDM Section B -5d
PDM section B -5d corresponding to PSR section D.5.4 and D.5.5.
The PSR states that no cover is to be used during dry weather.
Section 17682 Article 7 Chapter 3 Title 14 of California
Administrative Code states that landfill operations receiving
tonnage from 5 to 50 per day require cover every 48 hours and
landfill operations receiving over 50 tons per day require cover
every 24 hours.
13
