s <br />Response to Comment on PDM Section B -5d <br />Title 14, Section 17682 states that cover material is required <br />"In order to effectively prevent propagation of flies, rodents or <br />other vectors; to control landfill fires; to prevent the creation <br />of nuisances . . . ." Section 17682 goes on to state that "The <br />Board shall consider any application for different cover and <br />compaction requirements for special operating practices such as <br />landfilling shredded waste." <br />Cove Contractors is proposing "different cover and compaction <br />requirements" because the site will only accept inert waste and <br />auto shredder waste. Both of these waste types should not <br />require cover to prevent attraction of flies, rodents or other <br />vectors; to control landfill fires; or to prevent nuisances. <br />As mentioned in the PSR, ASW primarily contains small pieces of <br />plastic and rubber, inert material and small metal bits from the <br />shredding process.. Most liquids are volatilized during the <br />shredding operation and a silicate/cement treatment is applied to <br />the ASW to control metals leaching. This shredded and processed <br />waste and the inert waste should not attract flies or rodents or <br />cause landfill fires or odors. <br />Cover will be used only during winter months to decrease the <br />amount of rainwater infiltration. Again, cover is not proposed <br />during the summer because ASW and inert waste are not putresible. <br />Additionally, it is not anticipated that dust generation will <br />normally be a problem. If litter or dust becomes a problem <br />during windy periods, sufficient cover to control those problems <br />will be applied. <br />Although cover is not proposed for dry weather months, it will be <br />applied during wet weather periods to provide a surface to direct <br />storm water from the waste. <br />This cover approach to be used by Cove Contractors is allowable <br />under Title 14, Section 17682 CCR provisions which specifically <br />allow alternative cover and compaction requirements for ASW and <br />inert waste, and also is consistent with the goals of the section <br />which are primarily meant to deal with problems normally <br />associated with organic decomposable wastes at mixed municipal <br />waste landfills. <br />Comment on PDM Section B -5f <br />PDM section B -5f corresponding to PSR section D.5.4.
