1 INTRODUCTION <br /> 1.1 BACKGROUND <br /> Miller Brooks Environmental, Inc., a member of the Earth Consulting Group family of companies <br /> (Miller Brooks), has prepared this Site Health and Safety Plan (SHSP) on behalf of Cove <br /> Contractors for the property located at 3242 S. EI Dorado Street,Stockton, CA (the Site). The Site <br /> is bounded to the west and southeast by railroad property, to the north by a metal recycling <br /> yard (Universal Service Recycling), and to the south by Duck Creek. County Assessor records <br /> indicate that the Site (APN 177-02-29) comprises 8.69 acres. An additional 2.5 acres of the <br /> landfill footprint extends northward onto the Universal Service Recycling property, bringing the <br /> total landfill area to approximately 1 1.2 acres (see Figures 1 and 2). <br /> A project summary is provided in the following table. <br /> Project Site (Site) Cove Contractors <br /> Site Address 3234 S EI Dorado Street,Stockton CA 95206 <br /> Project Proponent (PP) Cove Contractors <br /> Removal Action (RA) Contractor Miller Brooks Environmental, Inc. <br /> Chemicals of Concern (COCs) GROUNDWATER:TPH (gas and diesel) and VOCs <br /> Regulatory Status Remediation/Corrective Action <br /> 1.2 SITE HISTORY <br /> Clay mining and brick manufacture began as early as 1910 on a 21-acre site on South EI Dorado <br /> Street that included what is now the property owned by Cove Contractors and Universal Service <br /> Recycling. The southern 10 acres of the 21-acre site was mined for clay used in the brick-making <br /> operations. Brick manufacturing ceased in 1955; however, quarrying for clay continued until <br /> 1967. <br /> In June 1979, Cove Contractors purchased the southern half of the site. The northern half was <br /> sold to Martin Metal Finishing and is now the site of Universal Service Recycling. Cove <br /> Contractors continued to dispose of auto shredder waste (ASW) in the former clay mine until <br /> October 1982,when disposal at the Site was suspended. <br /> The landfill Site was closed by the construction of a Regional Water Quality Control Board <br /> (RWQCB) and California Integrated Waste Management Board (CIWMB)-approved landfill <br /> cover system in 2007 and supplemental activities including well removal, monitoring well <br /> 1 My <br /> P:\707 Cove Contractors\Groundwater\Well Installation Workplans\SHSP\SHSP_FINAL.doc iTrc. <br />
